This bill establishes a new requirement for legislation concerning children's health and welfare: a "children's health and welfare fiscal impact statement." Before any such bill or resolution can be voted on by a legislative committee, this statement must be prepared and attached. The director of the Legislative Research Commission is responsible for ensuring these statements are created, either by the Commission itself or by other state agencies, for any bill that could cost the state or local governments money. State agencies and local governments must provide requested information for these statements within seven working days. The statement will also indicate if the bill imposes a "state mandate" on local governments, meaning the state is requiring them to take a specific action. If it is a state mandate, the statement will estimate the financial impact on local governments. The Attorney General can be asked to certify whether a bill is a state mandate. If a bill is amended, the fiscal impact statement must be reevaluated and updated. The director of the Legislative Research Commission will set up procedures for creating these statements accurately and on time.
