This bill establishes a grant database to make state and local government grants more accessible and understandable. The Finance and Administration Cabinet will create and maintain this database, which will act as a central online location for information on all available grants. An "agency" is defined as any state or local government entity, and a "grant" is any money, equipment, material, or services offered by an agency through an application process. The database will allow users to search for grants using keywords and will display all reported grant details, including title, authorizing statute or regulation, posting and deadline dates, eligibility criteria, available funding amounts, and contact information. Starting December 1, 2026, all agencies must report their available grant opportunities quarterly to the Finance and Administration Cabinet for inclusion in the database. Additionally, counties and area development districts will be required to prominently display a link to this grant database on their websites to ensure easy access for individuals and entities in the Commonwealth.
