This bill amends existing law to adjust how educator salary increases are determined, specifically by decoupling them from the operation of the Utah Fits All Scholarship Program. Previously, the amount of the salary adjustment for educators (defined as licensed teachers, speech pathologists, librarians, counselors, social workers, and other similar roles) was tied to whether the Utah Fits All Scholarship Program was funded and in effect. This bill modifies that provision so that the higher salary adjustment amount of $10,350 for a full-time educator will be provided if the Utah Fits All Scholarship Program is funded, in effect, or even if it is enjoined (legally blocked) or invalidated by a court. If the scholarship program is not funded and in effect, and not subject to a court injunction or invalidation, the salary adjustment will be $5,175. The bill also clarifies that for fiscal years after July 1, 2024, the salary adjustment will be the previous year's amount plus a percentage increase equal to the increase in the value of the WPU (Weighted Pupil Unit, a measure used to fund public education in Utah). The bill takes effect on May 6, 2026.
