This bill amends the Medical Practice Act of 1985 to create a new pathway for international medical graduates to obtain a provisional license to practice medicine in Pennsylvania. This provisional license, valid for up to four years, requires applicants to demonstrate at least three years of medical practice outside the United States, English language proficiency, an Educational Commission for Foreign Medical Graduates (ECFMG) Certificate, and passing scores on specific United States Medical Licensing Examinations (USMLE) Steps 1 and 2, which assess basic science concepts and clinical knowledge respectively. Additionally, applicants must provide verification of their foreign medical training or practice, authorization to work in the U.S. for a specified period, and a full-time job offer from a Pennsylvania-licensed healthcare facility. Those granted a provisional license will practice under supervision, potentially in underserved areas or approved specialties, and after maintaining the license in good standing for its full duration without violations or investigations, they will be eligible for a full, unrestricted medical license. The bill also mandates that the State Board of Medicine report annually to the General Assembly on the number of provisional licenses issued, the practice locations and types of practice for provisional licensees, and other relevant information.
