This bill grants bailiffs of the court of appeals the authority to conduct threat assessments for court of appeals judges and staff, ensuring they are qualified through training and experience for this role. It also allows these bailiffs to access criminal history record information, including nonconviction data (information about arrests or charges that did not result in a conviction), specifically for investigating threats made against court of appeals personnel as defined by state law (RCW 9A.04.110). Any founded threats investigated must be referred to local law enforcement for further action, and local law enforcement can then report the outcome back to the court of appeals bailiffs. This expands upon existing law (RCW 10.97.050) which previously allowed supreme court bailiffs to access such information for their investigations, and now explicitly includes court of appeals bailiffs for their specific investigative purposes.
