This bill requires the California State University (CSU) and California Community Colleges to review and update their general education history and government courses by the 2028-29 academic year to emphasize civic engagement, civic discord, and the preservation of democracy and its institutions, such as the free press, access to libraries, compulsory education, and the federalist system. The University of California (UC) is also requested to do the same. This means that these public colleges and universities will need to ensure their courses cover topics related to how citizens participate in society, the challenges and conflicts that can arise, and the fundamental elements that support a democratic government. The bill also notes that if the Commission on State Mandates, a state body that determines if new laws require reimbursement for local governments, finds that this bill imposes costs on community colleges, the state will provide reimbursement according to established procedures.
