This bill authorizes cities of the first class, cities of the second class, and villages in Nebraska to enter into contracts with other entities, such as private companies or other government bodies, for the operation, maintenance, management, or enforcement of municipal parking facilities, which can include metered street parking and public parking lots or garages. These contracts can allow the contracted entity to handle tasks like issuing parking tickets, collecting fines, maintaining equipment, and managing payment systems, but the city or village must always keep the final say on appeals and decisions regarding parking violations. Importantly, the local government must maintain enough control to ensure the parking facilities are run properly for the public good and must approve all fees and fines. The duration of these contracts is limited, with cities of the first class allowed up to thirty years and cities of the second class or villages limited to ten years, including any extensions. Finally, the Revisor of Statutes is directed to place this new law into Chapter 19 of the state statutes.
