This bill directs Efficiency Vermont, in collaboration with existing community energy programs and other relevant state agencies and utilities, to design a statewide community-based home energy navigator and coaching program. This program would offer in-person and remote guidance to homeowners, landlords, and renters, particularly those with low to moderate incomes, to help them understand and access energy efficiency and clean energy options, including grants, rebates, and financing. The program would also assist consumers in prioritizing energy-saving improvements, connecting with contractors, and understanding recommendations. Efficiency Vermont is required to submit a report by January 15, 2027, detailing the program's design, potential pilot or expansion plans, technical assistance, cost estimates, funding sources, target reach, projected energy and emissions savings, and an implementation timeline. The bill also appropriates $15,000 to Efficiency Vermont for the report and $150,000 to the Climate Economy Action Center to support its collaboration and expansion efforts, with the act taking effect on July 1, 2026.
