This bill amends Chapter 271 of the acts of 1933 to change how vacancies are filled for town meeting members. Previously, if a precinct failed to elect enough town meeting members, the remaining members could fill the vacancy with a registered voter from that precinct until the next annual election. This bill clarifies that a registered voter interested in filling a vacancy must file a letter of intent with the town clerk at least 14 days before a scheduled representative town meeting. Upon receiving this letter, the town clerk will notify the precinct's current members and call a special meeting to fill the vacancy. At this special meeting, a majority of the precinct's members will form a quorum, elect a chair and clerk from among themselves, and vote by ballot to fill the vacancy, requiring a majority of votes cast for a successful election. The elected member will then be qualified, subject to the overall town meeting members' right to judge elections and qualifications. This act takes effect immediately upon its passage.
