This bill requires the commissioner of health to produce a comprehensive report on the Elderly Pharmaceutical Insurance Coverage (EPIC) program. The report, covering program years 2022 through 2027, will detail enrollment demographics such as marital status, income level, and age, as well as information on income-related subsidies received under a specific section of the federal Social Security Act (section 1860D-14), Medicare Savings Program enrollment, claims by pharmacy type, and county-level data on participating pharmacies, recipients, and payments. It will also summarize administrative cost containment efforts and evaluate the performance of program contractors and the cost-effectiveness of outreach. Furthermore, the report must include enrollment and program cost projections for 2028 and 2029. The commissioner must publish this report on the department of health website and deliver it to the governor, the temporary president of the senate, and the speaker of the assembly by January 31, 2028.
