This bill establishes a fiscal cliff task force to study and address "fiscal cliffs," which are defined as sudden decreases in public benefits that can occur when an individual's earnings increase slightly. The task force, composed of nineteen members appointed by legislative leaders and the governor, will examine various state public assistance programs, including SNAP (Supplemental Nutrition Assistance Program), HEAP (Home Energy Assistance Program), housing assistance, tax credits like the child care tax credit and STAR (School Tax Relief program), Medicaid, and cash benefits, to understand why these cliffs happen. The task force is mandated to recommend ways to reduce or eliminate these cliffs through program and policy changes, and will provide preliminary reports by January 1, 2028, and final reports by September 1, 2028, including any necessary legislative proposals. The office of temporary and disability assistance will provide administrative support, and the task force's provisions will be repealed three years after the bill becomes law.
