This bill directs Efficiency Vermont, in collaboration with existing community energy programs, to design a statewide program offering in-person and remote energy coaching to residential consumers, including homeowners, landlords, and renters. The program aims to help these consumers understand and access energy efficiency and clean energy options, secure financial assistance like grants and rebates, prioritize energy-saving improvements such as weatherization, connect with contractors, and receive ongoing, long-term support. Efficiency Vermont is also tasked with consulting with various state agencies, utilities, and other states with similar programs. By January 15, 2027, Efficiency Vermont must submit a report detailing the program's design, potential pilot or expansion plans, technical assistance, cost estimates, funding sources, target consumer numbers, projected energy and emissions savings, and an implementation timeline. The bill also appropriates $15,000 to Efficiency Vermont for the report and $150,000 to the Climate Economy Action Center to support its collaboration and expansion efforts, with the act taking effect on July 1, 2026.
