This bill amends existing Utah law to include "flight parks" within the definition of "airport" and to adjust regulations related to airport influence areas. Specifically, it adds "flight park" to the definition of an airport, which is an area used primarily for landing and takeoff of non-motorized aircraft like hang gliders and paragliders, recognized by the Federal Aviation Administration (FAA) and owned by the state or a political subdivision. The bill also modifies the definition of an "airport influence area" to include a 1,000-foot radius around flight parks. Furthermore, for flight parks, overlay zone restrictions, which are zoning regulations designed to protect airport operations and public safety, will only apply to areas within primary launch and landing corridors or areas that could interfere with customary flight operations, rather than the entire influence area. The bill also makes minor technical changes to various definitions and sets an effective date of May 6, 2026.
