This bill amends existing law to require Energy Services Companies (ESCOs) to provide clearer price comparisons on customer bills and in annual statements, specifically for residential and small non-residential customers. ESCOs must now show a side-by-side comparison of their charges for commodity service (the energy itself) and delivery service (transporting the energy) against what the customer would have paid for both from their local utility or municipality during the prior billing period. Additionally, any energy-related value-added products offered by the ESCO must be itemized separately. The bill also clarifies that ESCOs are responsible for any costs incurred by utility corporations or municipalities to comply with these new requirements and cannot pass those costs on to customers. The Public Service Commission will oversee how these compliance costs are recovered from ESCOs. The bill also makes technical changes to the effective date of related legislation.
