This bill establishes a voluntary "blue envelope program" aimed at improving communication and safety during traffic stops for individuals with disabilities or conditions that might affect their interactions with law enforcement, such as autism, ADHD, or dyslexia, collectively referred to as "neurodiverse." The program, to be developed by the department in consultation with stakeholders, will provide a free blue envelope that qualified individuals can obtain from driver licensing offices. This envelope will contain safety tips for the driver, recommendations for law enforcement on interaction techniques for neurodiverse individuals to prevent misunderstandings and de-escalate situations, and a space to hold important vehicle documents like registration and proof of insurance. The department will also provide accessible information about the program online, and is authorized to accept grants and donations to support its implementation.
