This bill establishes a demonstration pilot program for "de-risking disease behavioral health intervention services," which are defined as a set of five concurrent chronic disease self-management services and medical nutrition supports aimed at improving behavioral health and chronic disease outcomes, including counseling for depression and diabetes, medical nutrition therapy, biomarker tracking, disease-specific nutrition education, and medically tailored nutrition supports like groceries or meals. This program, contingent on legislative appropriation, will be funded through the state Medicaid plan and offered in Region G (Indian River, Martin, Okeechobee, Palm Beach, and St. Lucie Counties) to up to 1,000 Medicaid enrollees diagnosed with both depression or anxiety and diabetes, obesity, or coronary heart disease, potentially in lieu of other services. The program's design, evaluation, and outcomes will be conducted in partnership with Tufts University and the Florida Health and Nutrition Coalition, with a focus on collecting data on participant compliance, health outcomes, and the impact on families, and the state Medicaid plan is required to report annually to the Legislature on the program's usage, collected data, and recommendations before the pilot program expires on August 31, 2030, with the section itself expiring on September 1, 2031.
