This bill amends existing law to require that, starting May 6, 2026, any funding formulas used for technical colleges that are not based on specific statutes must consider certain factors. Specifically, these formulas must provide equal funding value for both secondary (high school) and adult students, and they must fully account for all services that technical colleges are legally obligated to provide. The bill also involves a study by the Higher Education Appropriations Subcommittee, in consultation with the board, to redesign the performance funding model to better align institutions with the statewide higher education system and their individual missions, and to encourage investment in meeting workforce demands and improving post-graduation employment. The Higher Education Appropriations Subcommittee is a legislative committee responsible for recommending funding for higher education institutions.
