This bill requires sewage disposal facilities that treat over 1 million gallons of wastewater daily to report detailed information about their operations, including construction and upgrade history, treatment volumes, current treatment levels for specific pollutants like nitrogen, phosphorus, and emerging contaminants such as PFOA and PFOS (Perfluorooctanoic acid and Perfluorooctanesulfonic acid, respectively), estimated pollutant loads, disposal methods, spill history, facility elevation, and location relative to flood zones, starting by July 1, 2027, and annually thereafter. Additionally, the Department of Environmental Protection (DEP), in consultation with water management districts and these facilities, must submit a comprehensive report to the Governor and Legislature by December 31, 2027, and annually thereafter, detailing the same information for all such facilities, along with the impairment status of receiving waters and the implementation of pollution reduction plans, and make this report publicly available on its website. The Legislature finds that these measures are necessary to address environmental concerns from inadequately treated wastewater and aging facilities, which impact water quality and local economies, and that requiring advanced wastewater treatment is a crucial long-term investment. This act is set to take effect on July 1, 2026.
