This bill aims to improve access to community behavioral health centers by requiring various health insurance plans and contracts to provide coverage for "behavioral health bundled services" on a non-discriminatory basis. Behavioral health bundled services are defined as services provided by a licensed community behavioral health center for the evaluation, diagnosis, treatment, care coordination, management, or peer support of individuals with mental health, developmental, or substance use disorders, where these services are reimbursed through a single flat rate per encounter. This mandate applies to health plans offered by the Group Insurance Commission to state employees and retirees, individual and group accident and sickness insurance policies, hospital service plans, medical service agreements, and health maintenance contracts, ensuring that medically necessary services from these centers are covered without unfair discrimination.
