This bill amends existing law to restrict certain substances in menstrual products, specifying that "restricted substances" now explicitly include lead, mercury, formaldehyde, triclosan, toluene, talc, dibutyl phthalate, di(2-ethylhexyl) phthalate, butylphenyl methylpropional, isobutylparaben, isopropylparaben, butylparaben, propylparaben, and perfluoroalkyl and polyfluoroalkyl substances, removing the previous broad definition that relied on the commissioner of health's determination. It also clarifies that no menstrual products sold or distributed in the state shall contain any restricted substance as an intentionally added ingredient at any level, removing provisions that allowed for higher levels after a certain period or based on regulations to be established. The bill also adjusts the effective date, stating that sections one and two will take effect on the same date as the previously enacted law they amend, which was proposed under legislative bills S. 1548 and A. 1502.
