Bill Summary

AN ACT to amend the environmental conservation law, in relation to the department of environmental conservation's regulation of crabs; and to amend a chapter of the laws of 2025, amending the environmental conservation law relating to extending certain provisions relating to the department of environmental conservation's regulation of crabs, and to prohibiting the taking of horseshoe crabs for commercial and biomedical purposes, as proposed in legislative bills numbers S. 4289 and A. 4997, in relation to the effectiveness thereof; and providing for the repeal of certain provisions upon expiration thereof

AI Summary

This bill extends the Department of Environmental Conservation's (DEC) authority to regulate the management of crabs, including horseshoe crabs, until December 31, 2029, allowing the DEC to set rules on size limits, catch limits, seasons, and gear. It also specifically directs the DEC to implement a phased reduction in the quota for taking horseshoe crabs for commercial purposes, decreasing it to 75% in 2026, 50% in 2027, and 25% in 2028, based on the 2025 Horseshoe Crab Quota Distribution Plan. The bill also adjusts the effective date for certain provisions related to crab regulation and the prohibition of horseshoe crab harvesting for commercial and biomedical uses, with some provisions set to expire on January 1, 2029.
