AI Summary

This bill makes several changes to programs and services administered by the Department of Health and Human Services (DHHS), including modifying rules for special needs trusts to allow for broader funding without age or transfer penalties, updating fingerprinting requirements under the Uniform Credentialing Act to apply to initial licenses, redefining terms related to the Title IV-D Customer Service Unit to remove specific hiring and location mandates, allowing child care grants to exceed appropriations by using federal funds, expanding eligibility for the bridge to independence program for young adults who were in out-of-home placements or had guardianship/adoption agreements, and eliminating provisions related to spousal assets under the Medical Assistance Act and the Maternal and Child Health and Public Health Work Fund, as well as an obsolete Nurse Licensure Compact. Additionally, it redirects wholesale drug distributor license fees to fund the prescription drug monitoring program and adjusts responsibilities for the Division of Children and Family Services. The bill also repeals several existing sections of law, including those related to spousal assets and specific program provisions.
