Specifically, it introduces new provisions that require courts to waive all outstanding fines, court costs, and fees in criminal cases if a person has made timely installment payments for a specified period, either 24 months after release from prison and compliance with probation, or 48 months within a 60-month period, provided they have also complied with all probation or supervision requirements. The bill clarifies that "timely payment" means within 30 days of the due date and that substantial compliance with these requirements is sufficient for a waiver. It also states that a person is considered to have complied with probation or supervision if their suspended sentence hasn't been revoked or their deferred sentence accelerated. Importantly, these waivers do not apply to restitution owed to victims or child support obligations, and a waiver is only effective once a court order is issued. The bill also updates statutory references and sets an effective date of November 1, 2026.
