This joint resolution, passed by the General Assembly of the Commonwealth of Kentucky, officially designates two bridges in Grayson County as memorials to Elmer Carmon Milliner and Private First Class (PFC) Clarence Ozbert Milliner. Elmer Carmon Milliner was a retired farmer and General Electric employee who served in the Korean War, earning numerous military honors including the Purple Heart and Silver Star. PFC Clarence Ozbert Milliner was a United States Marine Corps veteran of World War II who was killed in action in the Pacific Theater and received posthumous recognition, including the Purple Heart and the Asiatic-Pacific Campaign Medal. The resolution directs the Kentucky Transportation Cabinet to erect appropriate signage within 30 days of its effective date to mark the bridge on Kentucky Route 920 over Clifty Creek as the "Elmer Carmon Milliner Memorial Bridge" and the bridge on Kentucky Route 920 over Meeting Creek as the "PFC Clarence Ozbert Milliner Memorial Bridge," honoring their service and bravery.
