This bill establishes "recovery housing pods" within county jails for individuals with substance use disorders, allowing sheriffs to create these designated units for structured treatment programs that must be approved by a local substance abuse authority and based on best practices, and also amends laws related to syringe exchange programs by clarifying who can operate them and their reporting requirements, while prohibiting the distribution of drug paraphernalia other than syringes, and further modifies pretrial release procedures to allow judges to impose conditions like substance abuse evaluations and treatment, and introduces "off-limits orders" for individuals charged with or convicted of drug offenses, restricting their access to specific public places for up to a year, and creates a "STEP Supervision Program" for justice courts to offer structured treatment and enforcement for eligible offenders with substance use issues, excluding those with pending violent or sexual offense charges.
