This bill defines "direct-current fast-charging station" as equipment capable of delivering at least 50 kilowatts of direct current to an electric vehicle's battery, and "electric vehicle" as a motor vehicle powered by electric motors and stored energy in a rechargeable battery. It prohibits public utilities from recovering costs associated with owning or operating these charging stations from their general customers, ensuring that all providers of similar services receive the same rates, terms, and conditions, and preventing utilities from gaining an unfair competitive advantage. However, these provisions do not apply to charging stations owned or operated by a public utility before July 1, 2026, nor to stations located on a utility's premises solely for its own or its employees' electric vehicles. The act takes effect on July 1, 2026.
