Furthermore, the bill authorizes the Secretary of State to implement a secure, rigorously tested electronic ballot portal for service voters (those in the U.S. military or overseas), overseas voters, disabled voters, and members of federally recognized Indian tribes residing on reservations, allowing them to return voted ballots electronically, with strict security and auditing requirements, and a target implementation date of January 1, 2031.
