This bill expands educational benefits for disabled veterans' families by allowing their spouses and children under 26 to receive free tuition at Kentucky's public universities, community colleges, or vocational training institutions for up to 128 credit hours of undergraduate study. This change amends KRS 164.515, which previously had different limitations on the duration of these benefits. The bill clarifies that the veteran must have a permanent and total disability rating from the U.S. Department of Veterans Affairs or the Department of Defense, or be a 100% service-connected disabled veteran, or have been a prisoner of war or declared missing in action. The veteran must also have served on active duty and received an honorable discharge, and been a resident of Kentucky. The bill also specifies how relationships (parent-child, spousal) must be proven and clarifies that marriage of an eligible child will not disqualify them from benefits, nor will military service beyond age 26 if it's required to fulfill an obligation.
