This bill aims to improve how state ballot question committees report their campaign finance activities. It removes the requirement for political committees that favor or oppose ballot questions to report to independent expenditure PACs, and it eliminates clause (5) of subsection (a) of section 18 of chapter 55. The bill also adds the treasurer of each statewide ballot question committee to the list of individuals required to report campaign finance information. Furthermore, it mandates that these treasurers must provide detailed lists of in-kind contributions (donations of goods or services rather than money) exceeding $50 and any new debts incurred, including the purpose of the debt. Finally, the bill specifies a more frequent reporting schedule for statewide ballot question committees, requiring them to file reports monthly until 60 days before an election, then twice a month until the election, with final reports due after the election and annually until all debts are paid.
