AI Summary

This bill establishes a new license for pump installation contractors, requiring them to meet specific examination, qualification, and record-keeping standards, similar to existing requirements for water well contractors. It mandates that pump installation contractors maintain detailed records of each pump installed and submit them to the secretary of health and environment within 30 days, including information like landowner details, well location, pump specifications, and intended water use. The bill also allows both water well and pump installation contractor license applicants to take their examinations online, expands the qualifications for water well contractor applicants, and requires water well contractors to provide a water quality analysis from a certified Kansas laboratory to the secretary upon request. Furthermore, any penalties collected under this act will now be deposited into the water program management fund, rather than the state general fund, to support water-related programs.
