A Hinshaw natural gas pipeline system is defined as a pipeline located within Mississippi that is involved in interstate commerce but is exempt from federal regulation under the Natural Gas Act of 1938 due to its operations within the state. The bill grants the Mississippi Public Service Commission (PSC) jurisdiction over these systems, specifically concerning their rates, services, and facilities. It also requires Hinshaw natural gas pipeline systems to obtain a certificate from the PSC for construction, acquisition, extension, or operation, confirming public convenience and necessity, and acknowledging the PSC's regulatory authority, including eminent domain rights. While minor construction and maintenance activities are exempt from this certification, all contracts between these pipeline systems and third parties must be filed with the PSC for approval, with an automatic approval if the PSC does not act within thirty days.
