This bill establishes the Governor's Office of Indian Affairs as a cabinet-level agency within the governor's office, tasked with fostering strong relationships between the state of Washington and federally recognized Indian tribes, tribal organizations, and urban Indian organizations whose traditional lands included parts of Washington. The office will advise the governor and state agencies on policies and legislation affecting Indian affairs, serve as a liaison between the state and tribal governments, and facilitate regular meetings to discuss issues of mutual interest and implement the Centennial Accords, which are agreements aimed at improving state-tribal relations. The bill also mandates training for state executive agency heads, policy advisors, and leadership teams on effective communication and collaboration with tribes, and requires the office to develop and make accessible additional training for all state employees in consultation with tribal nations. The executive director of the office, appointed by the governor, will oversee staff to implement these duties. Importantly, the bill clarifies that the establishment of this office does not infringe upon the sovereignty of Indian tribes, who retain their right to self-government and to enact and enforce their own laws. The office is also authorized to accept grants and gifts to support its activities and must submit an annual report to the governor and legislature detailing its operations, budget, goals, and achievements.
