This bill amends Kentucky Revised Statutes (KRS) 383.020 to establish new duties for landlords regarding personal property left behind by tenants in a dwelling unit. Specifically, if a landlord takes possession of a dwelling unit and personal property remains inside that is not being seized for unpaid rent through a distress warrant or attachment, the landlord must store the property. Within seven days of taking possession, the landlord must create an inventory of the property and notify the tenant via certified mail to their last known address and any other known addresses. Additionally, the landlord must post a notice on the dwelling unit's door or another conspicuous place on the property for seven days. If the tenant does not make a reasonable effort to reclaim their property within twenty-one days of the landlord taking possession of the unit, the landlord is then permitted to dispose of the property.
