This bill amends existing law regarding exemptions from contract review for executive branch agencies in Alabama. Previously, contracts could be let without review by a committee in cases of emergencies affecting public health, safety, or welfare, as declared in writing by the Chief Procurement Officer or the head of a purchasing agency. The bill adds a new requirement: for any contract where the purchasing agency is part of the executive branch, the Governor must now also certify in writing to the committee that the emergency justifies bypassing the usual contract review process before the contract can be finalized. This new certification requirement applies to all executive branch agencies, including licensing boards, and the bill specifies that any emergency contract let under these provisions can only be for a maximum of 60 days, during which time the committee will review any contract needed for longer than that period. This change is set to take effect on October 1, 2026.
