This bill revises the appointment process for the Permanent Legislative Committee on Reapportionment in Alabama, a committee responsible for redrawing legislative and congressional district boundaries based on population changes reflected in the U.S. census. Currently, the committee has six members appointed by the Lieutenant Governor and the Speaker of the House, serving for a four-year period (quadrennium) unless the census is being processed. This bill changes the appointment authority for Senate members from the Lieutenant Governor to the President Pro Tempore of the Senate. It also clarifies that committee members receive their usual pay, travel expenses, and per diem for days spent on committee business, regardless of whether the Legislature is in session. The bill maintains the larger, 22-member committee composition that is activated during the actual reapportionment process following the release of the decennial census, with specific numbers of members appointed from each congressional district and at-large by the Speaker of the House and the President Pro Tempore of the Senate. This act will take effect on October 1, 2026.
