This bill amends existing Alabama law to grant the Governor the explicit authority to remove from office and discharge from employment, with or without cause, individuals serving as the executive officer of any occupational or professional licensing board, provided those individuals are not covered by the state's Merit System, which is a system designed to ensure fair and impartial hiring and promotion based on qualifications rather than political connections. The bill also clarifies that the Governor can remove individuals appointed to state executive departments or agencies by the current or previous Governor, again with the exception of those under the Merit System, and makes a technical change to use the term "individual" instead of "person" and "or" instead of "and" in certain contexts. This change is set to take effect on October 1, 2026.
