This bill amends existing law to grant the Contract Review Committee the authority to recommend that the Governor not sign contracts under review, in addition to its current responsibilities of reviewing contracts for personal or professional services paid from appropriated funds. The committee, which is composed of legislative members entitled to compensation and expenses, is responsible for reviewing proposed contracts or letters of intent to contract submitted by state departments. These submissions must include an itemization of the total cost estimate. The committee has 45 days to hold a hearing and provide comments, and if it fails to do so within that timeframe, the contract is considered reviewed. The bill also clarifies that the committee can issue subpoenas and requires the election of a chair and vice chair. Contracts entered into without prior committee review are void. This change will take effect on October 1, 2026.
