This bill, an amendment to the Political Reform Act of 1974, prohibits individuals convicted of a "crime of public corruption" from serving as lobbyists. A "crime of public corruption" is defined as a crime listed in Section 20 of the Elections Code. The bill requires lobbyists to certify on their applications that they have not been convicted of such a crime, and it will void any existing lobbyist certification if the individual is later convicted of a crime of public corruption. The Secretary of State will be prohibited from accepting certifications from individuals with such convictions. This legislation is considered to further the purposes of the Political Reform Act and, by creating a new crime, imposes a state-mandated local program for which no reimbursement is required for local agencies.
