This bill proposes to change how precinct board members, who are individuals responsible for running polling places on election day, are selected. Instead of the current system where voters can apply to serve and elections officials appoint them, this bill would allow elections officials to randomly select precinct board members from a list of eligible residents. The Department of Motor Vehicles (DMV) would provide elections officials with lists of licensed drivers and ID card holders who are 18 or older. While most adult residents would be eligible, certain individuals, such as those convicted of serious crimes or candidates for office, would be excluded. People could be excused from service due to undue hardship, but those excused for this reason would be automatically selected for the next election. Additionally, individuals aged 70 and older would have the option to be excused from service. The bill also makes other adjustments to the process of selecting and notifying precinct board members and clarifies existing provisions related to their duties and qualifications.
