This bill, known as the "Data Center Transparency Act," mandates that the Environmental Protection Agency (EPA) and the Energy Information Administration (EIA) report on the environmental and energy impacts of data centers, which are facilities housing computer systems and associated components, such as telecommunications and storage systems. The EPA will be required to submit reports every three months detailing water consumption by data centers, including reuse practices, impacts on local water systems (such as availability of drinking water, increased demand on utilities, potential service disruptions, and changes in residential water rates), and the types and amounts of pollutants discharged, as well as greenhouse gas emissions and their cumulative effect on overburdened communities. The EIA will collect data and submit reports every six months on the total energy consumed by data centers, broken down by state, changes in consumption, the number of new data centers opening, and potential impacts on household energy bills and costs.
