This bill establishes a new process within the Florida Retirement System (FRS) that allows employees to voluntarily transfer their earned years of creditable service, which represent the time an employee has worked and contributed to their retirement, to another FRS employee. The Department of Management Services will create rules for this transfer, requiring that both employees have been with an employer for at least one year, belong to the same retirement classification, and that the transferred service is permanently removed from the original employee's record and is irrevocable. The receiving employee will be responsible for any resulting unfunded actuarial liability, and both employees will be prohibited from claiming past or prior service under a different section of law or re-enrolling in the FRS after such a transfer, with the new provisions taking effect on July 1, 2026.
