This bill, effective July 1, 2026, aims to improve transparency in the used car market by requiring motor vehicle dealers (businesses selling or exchanging new or used vehicles, and those who repair, sell parts for, or lease vehicles) and repair shops (businesses that service or maintain vehicles but are not dealers) to report accurate service and diagnostic information to vehicle history databases. These databases are where information like accident history, owner count, service records, odometer readings, and title status is stored and can be accessed by vehicle history report providers, which are entities that create consumer-facing reports from these databases. Furthermore, dealers must disclose any vehicle history information they possess, including any reports they've obtained, to potential buyers of used vehicles. Violations of these provisions will be treated as violations of existing consumer protection laws, giving the Attorney General enforcement powers and private parties the right to take legal action.
