AI Summary

This bill enhances child welfare protections by defining "accredited child safety organization" as one certified by a department-approved "qualified accrediting organization," and "child-serving organization" as any entity providing organized programming for children. It revises the definition of "institutional child abuse or neglect" to include abuse or neglect by employees or volunteers at child-serving organizations. The bill mandates annual training for employees of child-serving organizations and agencies on child abuse and neglect prevention, response, and related issues, with the Department of Children and Families (DCF) responsible for approving training and establishing a process to recognize and oversee qualified accrediting organizations. DCF will also collect and analyze abuse reports from child-serving organizations, and the Office of Insurance Regulation will approve insurance rating plans offering premium discounts to accredited child-serving organizations. Additionally, the Office of Program Policy Analysis and Government Accountability will study the affordability and availability of liability insurance for these organizations, reporting its findings by July 1, 2027. The bill also makes conforming amendments to various statutes related to child welfare, investigations, and definitions.
