This bill prohibits educational institutions and school districts from accessing or using location data to track a student's institutional device (a device owned by the school) or personal device (a device used for school purposes), or from activating or accessing audio or video recording functions on these devices, except in specific, limited circumstances. These exceptions include situations where a student initiates activation for educational purposes, when a judicial warrant is issued, or when it's deemed necessary to respond to an imminent threat to life or safety, with strict notification requirements for the latter. The bill also allows for de-identified location data to be used solely to determine if a device is on or off school grounds, and it exempts prisons and correctional facilities from these restrictions, with the new rules set to take effect on August 1, 2026.
