This bill amends existing law to establish new requirements for the Department of Health and Human Services regarding how it handles deductions, cost sharing (which includes things like deductibles, co-insurance, and copayments), and similar charges for individuals enrolled in the medical assistance program, commonly known as Medicaid. Specifically, the bill states that the department generally cannot require these types of charges unless federal law mandates them. If federal law does require such charges, as is the case with a specific provision in the U.S. Code (42 U.S.C. 1396o(k)), the department must implement them no earlier than October 1, 2028. When implementing these federally required charges, the department must set them at the lowest amount allowed by federal law, allow managed care organizations (which are private companies that manage healthcare for Medicaid enrollees) to pay these charges on behalf of enrollees if federal law permits, and prohibit healthcare providers from refusing care to an enrollee who doesn't pay a required charge. The bill also repeals the original section of law it is amending.
