This bill mandates a specific rounding method for cash transactions in Arizona if one-cent coins are unavailable or not used by a seller. This method, referred to as "swedish rounding," requires sellers to round the final total transaction amount, after taxes and fees, to the nearest five-cent increment. Specifically, amounts ending in one or two cents are rounded down, three or four cents are rounded up, six or seven cents are rounded down, and eight or nine cents are rounded up. This rounding rule only applies to cash payments and not to transactions made with credit cards, debit cards, or other electronic payment methods. Sellers must post a visible notice informing customers about this rounding policy, and they are prohibited from using any other rounding method. Importantly, taxes and fees must still be calculated and remitted based on the original sales price before rounding. The weights and measures services division of the Arizona Department of Agriculture will enforce this section, with the possibility of warnings, orders, and civil penalties. The bill also clarifies that complying with this rounding method will not put businesses in violation of other laws and that it is intended to work alongside federal laws regarding U.S. coinage and legal tender, without invalidating any currency or requiring or prohibiting the acceptance of specific denominations. The bill also changes the heading of a chapter in Arizona Revised Statutes from "BUSINESSES EXEMPT FROM MASK MANDATE" to "BUSINESSES GENERALLY" and declares itself an emergency measure, effective immediately.
