This bill amends existing Arizona law regarding emergency medical services (EMS) technicians and patient transport. It clarifies that each EMS technician must follow established regional or local medical protocols when deciding on emergency transport, including the proper use of communication systems. Importantly, the bill modifies the conditions under which an EMS technician can advise a patient to decline transport; they are now prohibited from using a presumptive medical diagnosis to counsel a patient against transport unless the patient or their representative requests it, and they must explain the health risks of declining transport. The bill also maintains the existing provision that technicians can only counsel patients to decline transport as part of a recognized alternate destination or treat-and-refer program with proper oversight, and it reiterates that informing patients of their right to refuse transport is permissible unless done to coerce them.
