This bill amends Kentucky's KEES (Kentucky Educational Excellence Scholarship) program to allow students graduating from non-certified private, parochial, or church schools to be eligible for scholarships. Previously, KEES scholarships were primarily for students graduating from certified public or private schools. The bill defines "eligible noncertified school student" and establishes an "equivalent grade point average" (equivalent GPA) for these students, which can be calculated based on their performance in Advanced Placement (AP) exams, dual credit courses, or a combination of both. This equivalent GPA will be used to determine their KEES base scholarship amount, similar to how GPAs are used for students from certified schools. The bill also updates definitions and conforms existing language to include these new provisions for students attending non-certified schools, ensuring they have a pathway to receive educational financial assistance for postsecondary education.
