This bill establishes the position of a fiscal integrity auditor, who will be appointed by and report to the legislative coordinating council, a group of legislative leaders. This auditor will have broad access to state financial technology systems, including SHARP (statewide payroll accounting system) and SMART (statewide management, accounting, and reporting tool), as well as all state agency financial records, to examine budget expenditures for waste, fraud, mismanagement, and abuse. The auditor's duties include verifying that spending aligns with legislative intent, recommending the termination or consolidation of unnecessary expenditures, identifying duplicative services or off-budget spending, and improving the transparency of state agency expenditures. The auditor will also provide annual summaries and reports with findings and recommendations to legislative committees, including the appropriations and ways and means committees, to help ensure taxpayer money is used effectively and transparently.
