Bill Summary

AN ACT to amend the real property law, in relation to creating the tenants' bill of rights

AI Summary

This bill, known as the "tenants' bill of rights," requires landlords to inform tenants of their rights by providing a copy of this bill of rights with any written lease or at the time an oral lease is agreed upon, and also mandates that in buildings with more than six rental units, a notice of these rights must be posted in a visible location like the building's entrance. The bill outlines various tenant rights, including the right to habitable living conditions, to form tenant groups, to be free from landlord retaliation, to sublease in larger buildings, to receive notice of rent increases or lease non-renewal, to terminate a lease under specific circumstances, to offset rent for utility payments, to receive rent payment receipts, not to be forced to use electronic payment systems exclusively, and rights concerning security deposits and advance rent payments, with some exceptions for owner-occupied buildings with six or fewer units, hotels (unless occupied long-term), school dormitories, shelters, employee quarters, non-residential properties, and owner-occupied cooperative or condominium units.
